Model for Protected Time Policies

Hi, I'm looking for model protected time policies for our institution (i.e., not just salary support provision, but also formulas or guidelines for allocation of time and strategies for enforcement). I'm not finding anything through pubmed or google searches and I'm wondering if the CTSA network has tackled this topic? Any leads you could provide would be appreciated, Shellie
